Maryland Speed Bumps Maryland is a FULL PRICE lien state. The notice is timely if mailed within 120 days but even though it is not received by the owner until after 120 days. Every newly erected building and every building repaired, rebuilt or improved to the extent of 15% of its value, is subject to the establishment of a mechanic’s lien. The statute allows recovery for the drilling and installation of wells, construction or installation of swimming pools, fencing, sodding, seeding, planting, grading, filling, landscaping and paving. In Maryland, it is possible to file a petition to establish and enforce the mechanic’s lien at the same time (“Petition to Establish and Enforce Mechanic’s Lien.”) Additional remedies may be available under the state’s Construction Trust Fund statutes.
